Moving the scene away from the normal mean streets of New York, filmmaker Don Siegel concentrates on San Francisco, the glittering city by the sea. Because of the cleaner environment, Inspector Harry Callahan strikes out as harsh and tough. Harry argues that blazing gunfire, rather than the sluggish procession of bureaucratic paperwork, is better suited to the lawless Old West than modern society.
