Upon seeing the puppies being swept away, the woman did her best to help them. She ran to catch up with them in time, but she was not fast enough. She also tried to open the storm grate, but she could not do it without the right tools.

Calling in for Help
When she realized that she could not help the puppies on her own, she called for help. Fortunately, the firefighters knew what they needed to do and had the tools which were needed. They were also very happy that she had called them.
