Though it doesn’t seem likely that baby foxes were put in a sewer grate by their mother on purpose, animal experts can think of a possible reason why she did so. Fox dens are usually dark and cool, so they are not unlike the sewer grate where the babies were in.

It is possible that the mother fox made a mistake when she left her babies behind while she went to pick her den. The sewer may be dark and cool, but its similarities to the usual fox dens were not enough for it to be a good place for baby foxes.
