The Treasure Act 1996 was created by the Parliament of the United Kingdom. It specified that the finder of any sort of objest that can be classified as treasure has no choice but to report their discovery. This law was legally binding.

The act of 1996 states that a found object that dates back over 300 years that contains 10% precious metals and isn’t a coin has to be reported to the coronoer within a period of 14 days. This explains why they were so adament getting that coin from Kate.
